in the summer of 2007, Stephen Davis and Gary Manning, two officers assigned to the Department of Public Safety’s criminal intelligence division in Houston, had been sitting behind their desks when a lieutenant walked in and said that a player in the Houston-area dogfighting game was ready to talk. The two men sighed.
